Can Evaluation Be Completed While Other Activities Are Still In Progress in Blended offering

Summary:

We have a requirement where learners should be able to complete the Evaluation without having to complete all other activities within the Blended offering. Currently, the Evaluation is the final activity, and prior to that, we have an Observation Checklist that needs to be completed by the learner's line manager.

As part of our project, we will trigger emails to line managers using BI reports that include links to the Observation Checklist. This allows them to easily access and complete the checklist. The next day, we need to send out the Evaluation activity to the learners.

However, learners are currently unable to complete the Evaluation because rest of activities are inprogress.
