Has anyone had issues with using terminate employment for workers that have direct reports?

Summary:

When we try to terminate a worker that has direct reports, we continue to receive the same error: 'Another user has changed the row with primary key oracle.jbo.Key[3441 YYYY-MM-DD YYYY-MM-DD]. The date stamps change depending on the worker selected and the date we are using for the termination.

We are able to successfully terminate all other workers using 'Terminate Employment' but if the worker has direct reports, it won't go through.
