"To Supplier" PR Attachment Not Included in RFQ Email To Suppliers – Product Limitation?

Could you kindly confirm if the following is a product limitation?

When the requester attaches a file to the Purchase Requisition (PR) and selects the attachment category as “To Supplier”, the attachment is not included in the RFQ (Negotiation) notification email to the supplier.
