Oracle Learning cloud OLC manually assigning offering is not working

We have an active course in the system. That course also has an active offering. There are already some people who were assigned to the offering a few months ago.

We manually assign the self paced offering as a required course and it usually shows the newly assigned learners in the learners section.

I have assigned some people to this course yesterday but they don't show up in the learners section at all.

They are active employees

The SCORM content is active and no end dates on the course or offering

When I click the reconcile learning assignments it says there's nothing to reconcile so it seems the learning assignments are not doing anything.
