How to enable 'self-service' staff to query POs that do not have a requisition - licensing query

My client has recently gone live with full-suite Fusion Cloud. Some of our ERP and SCM license services are over-subscribed. The root cause is that wide, non-professional users have access to Roles > Privileges that trigger the full professional license subscriptions. I have seen this several times before at other clients, and also seen various questions on these boards on this theme.

Specifically our issue here:

We managed to address the Procurement (B91082) over-subscription by revoking the following 2 Privileges from the problematic role:

View Purchase Agreement Work Area (PO_VIEW_PURCHASE_AGREEMENT_WORKAREA_PRIV)
View Purchase Order Work Area (PO_VIEW_PURCHASING_WORKAREA_PRIV)
