Is there a way to automatically add a 'Start Probation' row just after 'Hire' row

Summary:

As per Oracle's "Smart Action List in When and Why Page" the 'End Probation Period' action is shown only if there's an earlier record of 'start probation period'.

But in our business process, hiring a new employee means that his probation starts from the date of hire. After the period ends(typically 3 to 6 months) the manager and the employee have a discussion and the probation is ended or extended by adding a new assignment row with the corresponding action. BUT, post redwood, the change assignment 'When and Why' page does not show the end_probation row because there is no explicit start probation row. We do not add a 'start_probation' row just after hire row as this seems redundant.
