Calculating is a Req was open/active in a given time period

I posed a similar question in the WRUG with no luck so I am hoping that I can get some help here with my question. I just recently worked on a report where I was asked to show all active reqs in a given month (Draft, On Hold, Open). The problem that I find with this is that if you pick up the Req Status = "Open" then you only pull things that are currently open. The same issue applies when you pick Req.
