How can we remove Inactive values that are showing in the People Group dropdown?

Inactive values are showing in our People Group dropdown. How can we remove these inactive values?

I went into the Value Sets, unchecked "enabled", and redeployed the People Group Key Flexfield. I then cleared my cache and used an incognito browser to retest. The inactive values are still showing.
