Using Redwood Create Work Relationship for an existing Contact Record

Summary:

I am testing Redwood Create Work Relationship. Our Benefits team still uses person management for contacts (I know… I am really trying to teach them new navigations to do things as we move to Redwood) to create a work relationship on an existing contact record. They need to do that to create nonworkers (ex. surviving spouses, spouse under 65) as they need to be nonworkers as we provide them benefits.

The problem I am running into with the Redwood Create Work Relationship page is that it will only pull up existing or prior Nonworkers, Employees, or Contingent workers. Does anyone know if there are plans to fix the filters to pick up contacts in the filter?
