Auto Forwarding Rule: Does AFR trigger on status transition to same step

We are trying to trigger AFR on a quote status without changing the quote status.

Created an action which will transition the quote from "In Progress" to "In Progress". Expected that AFR will trigger as there was step transition.

But quote is not forwarded. Is it mandatory that AFR will only run for step transition to different step?
