Is there a way to customize Justification pop up while submitting Project Cost Adjustment?

Hi ,

We have the requirement to make Justification tab mandatory while doing cost adjustment for Project on single transaction.

So far i understand we do noy have the option to make justification tab mandatory while submitting Project cost adjustment as i found an idea lab created for the same. Idea number - 648307.

Just want to check if we can modify the pop up message window .

Standard pop up display i am attaching herewith. Just want to dispaly with other message on Justification Pop up.
