How to attach a document to a message template in ORC

Summary:

We have created several message template to sent to candidates during the recruiting process. I want to attached a document to the message template so it is also sent to the candidate when the message is sent. I don't seem to have an option to attach a file in the message template.

I have found lot of post on how to do this in Taleo but not in ORC. I am hoping this is allowed in ORC and I am simply missing something

Is this possible a security issue with permissions or do we need recruiting buster for this?
