Hide the Cancel Interview Action from Hiring Managers (Redwood UX)

We have a requirement to hide the 'Cancel Interview' action from Hiring Manager users. Is this something that can be done by removing a privilege from the Hiring Manager role? Or has anyone been able to achieve this through a custom business rule in VBS?

Currently, Hiring Manager users have access to 'Cancel Interviews' from their Requisition > Candidate Job Application > Interviews tab.
We would like to remove / hide this action from the Hiring Managers to ensure all changes go through the Recruiter.
Has anyone achieved this requirement either through a role change or through VBS business rule? I have explored both but can't find anything that has worked yet.
