Is anyone else experiencing intermittent performance issues with the Skills River in Skills Center?

Summary:

We are live with Dynamic Skills in production (as well as our lower pods). Over the last week, we've had at least 2 instances where the Skills River within the Skills Center stops displaying skill recommendations and instead only shows a "No items to display" message. When we last experienced this, we opened an SR and the issue resolved itself before Oracle Support provided a resolution and before our team took any action. Now we are experiencing it again today.

Is any other customer experiencing this? Seems like a performance issue on Oracle's side, not something within our set up.
