Why did EE's sync to position when Synchronize Person Assignments from Position has not been run

Summary:

The system seems to be setting the Synchronize with position flag to Yes for temporary agency employees for some time now. One employee (hired May 5th) did not have a collective agreement on May 6th (she originally did not have synchronization with the position). On May 12, there was a modification by FUSION_APPS_HCM_ESS_LOADER_APPID, and this reset the collective agreement to Yes.

The 'Manage Enterprise HCM Information' is set for position synchronization as shown below; however, when reviewing the Scheduled Processes page 'Synchronize Person Assignments from Position' has not been run. What could be initiating the synchronization?
