Configured Alerts- alerts to instructor for changes to offering sent in real time, but others not

Oracle states that after you have enabled the alerts within the 'Configure Alerts' tab, they are only sent when the Learning Specialist clicks on 'send alerts to learners' or 'send alerts to instructors'. I have tested these, and when enabled, the configured alert 'Enable alerts to instructors when instructor-led activities change' (in alerts composer, named 'Offering Activity Definition has Changed for an Instructor') is sent instantly.
