Permission is required to view this content error for Line Manager under 'Existing Reports'

Summary:

In Redwood, line managers receive a 'Permission is required to view this content' error under the Existing Reports section when performing manager actions (Change Location, Promoite,Transfer etc.). This did not occur with the same role in RUI.

It also works fine with a copy of the seeded Line Manager role but I copied over all the relevant REST privileges to no effect.
