Learning manager restrict view by country

In Oracle Learning, is it possible to configure access so that administrators can only view and manage content, users, and reports related to their specific region or country (e.g., Spain, Central America, LATAM, etc.)?

If so, what would be the best way to implement this — using roles, security profiles, or another type of configuration?
