unable to submit non-project requisitions in the RSSP UI because of mandatory DFFs under the Project

Summary:

User was unable to submit non-project requisitions in the RSSP UI because of mandatory DFFs under the Projects tab. Please find the screenshot of classic requisitions where the DFF’s are visible without entering the Project number. So, customer used to enter values for “GL Department” and “GL Program” and submit the Non-Project requisitions. But whereas in RSSP, those DFF’s are visible only when we are entering the Project Number. So, user is unable to submit requisitions for non-project requisitions, because those DFF's are not visible until and unless we enter project value.
