Cancelling refresh during target environment maintenance blackout

Summary:

I know that environment operations and modifications are disabled within three days of environment patching. I also know that I am unable to schedule even a future-dated refresh during this time.

Are we able to CANCEL a future-dated refresh during this time?

Example: We have a T2T scheduled to start on Sunday, August 3rd. The source and target environments will be upgraded to release 25C on Friday, August 1st. If we need to cancel the August 3rd refresh in the 1-3 days before it is scheduled to start, will we be blocked from doing so?
