Can spoke system item relationships be created at the inventory organization item level?

Summary:

Not able to assign spoke system relationships to items at inventory org level. Also, assigning the spoke system reference at the master level copies the relationships to all the child org items also. Is there a way to create spoke system references at the inv. org level?
