Observation checklist can't be started if it's the only activity in a course

Summary:

An initiative-assigned course, which only has a single observation checklist activity in it, does not start when the learner clicks on the course and tries to start it. The checklist is to be completed by the direct line manager (ie. no learner self-assessment), and allows unlimited attempts.

Content (please ensure you mask any confidential information):

We have a course where the only activity in it is an observation checklist. The checklist has no self-assessed option for the learner - it just has 3 questions that must be answered by the direct line manager. Unlimited attempts are allowed.

When I first tested this course at the beginning of this year, I simply clicked on the course name, was taken to the list of activities, and the observation checklist (being the first and only activity in the course) automatically started. My enrolment changed to "In Progress" and my manager received an email, submitted her answers, and my enrolment was then marked as complete.
