How to disable 'submit' button on DOR redwood page on the basis of value from page parameters

Hi ,

We have redwood pages for DOR (ESS,MSS). And we don't want manager to be able to submit the DOR (add DOR redwood page) for their subordinate on the basis of subordinate's grade.

If subordinates's grade is 5 then submit the DOR

If subordinates's grade is 10 then DON'T submit the DOR

In VBCS page properties we don't see any option to hide/disable the Submit button.

How we can go about it? We tried checking through Business rule but we only get option to hide page fields and DFFs there ; could not find anything to put EL on Submit button visibility
