Need to understand why do we need PIM privileges to access RSSP (item search issue)

Our Client upgraded to Responsive Self Service Procurement few weeks back, all looks good but we have issue with Item search (LOV values are not coming) where 10-15 users are having this problem. Without item, they cannot create any requisitions, so we had to enable the Classic UI along with RSSP.
Configuration Information - We have custom roles based access and Item classes are not public.
We raised Service Request, they just compared with another user in PROD who was able to access Item search in RSSP and mentioned PIM roles/privileges is the difference hence please add it to the affected user. This solution was not acceptable to us.
