Employment Info - How to change the quick action displayed next to the actions button in redwood?

Is there a way to change the action button that appears next to the 'Actions' menu on the view employment info page?
I would like to change the transaction that appears next to the "Actions" button. Instead, I would prefer "Change Assignment".
