RFQ- Unable to give full access as Owner for Collaboration team member

Summary:

Our RFQ is closed . RFQ Owner is also the Buyer and a team member with 'View Only' access. However, despite being the Owner, they are unable to change their own access level from 'View Only' to 'Full' within the collaboration team. This is unusual, considering that the Owner can still add new team members and modify the access levels of existing members (e.g., changing someone from 'Full' to 'View Only'). I couldn’t find any documentation from Oracle explaining this behavior on docs.oracle.com."
