Redwood Contact Info - what privilege is needed for HR User to be able to edit or add addresses?

Ability for HR user to be able to edit or add addresses for person in Redwood Contact Info page (My Client Groups > Contact Info)

We've enabled Redwood for Personal Info (profile option: ORA_PER_PERSONAL_INFORMATION_REDWOOD_ENABLED), which includes My Client Groups > Contact Info.
When signing in as a HR user, we don't have the option to add or edit a person's address
Anyone know what the issue is? Is there a privilege missing?
