Questions on Learn Custom Alert - WLF-00003

Summary:

Is there a limit on the number of Send Alerts that can be sent at one time? I know that the system processes them individually, so it takes a while. But is there a limit on how many should be sent at time? Or a recommendation?

Also, I noticed that I didn't receive an actual email. For the alerts that I have the recipient as "notification" it was a bell alert and in the "Things to Finish" list. But the one I have set to Learner Email I didn't receive it (and it's been 2 days!). Is there something that needs to be enabled or changed for it to go as an email?
