Learners unable to withdraw for external learning

We are facing an issue where the learner is unable to withdraw from External learning. A workaround is provided for this to use HDL but the root cause is not identified on why this was happening in first place.

Upon further checking if we add a external learning which is most recent, it is withdrawn with in a day, anything over more than one day past doesn't seem to have any effect.

We tried to withdraw learning manually from employee self service and nothing happens, and also through My client group > Learning > Learning assignment, nothing happens. The application doesn't respond to withdraw. No approval flow configured for External Learning Requests.
