Update ORA_ASSN_REC_REQUESTED status via HDL or API

We would like to know if it’s possible to programmatically change the status of a learning request that is currently in ORA_ASSN_REC_REQUESTED (Pending Approval), to another status such as Rejected, Withdrawn, or Deleted — using either HDL or API.
Any documentation, payload examples, or references to the relevant object would be greatly appreciated.
