Workflow Approval skipped when AOR representative is missing

The requirement is to get the transaction failed in case, an AOR Representative has reached an end date and thus is vacant.

 

Take this for example,

If Emp A has "X Department" Head AOR assigned to him and 

Emp B belongs to "X Department",

Emp A decided to leave the Organization on Jul 1, which means his Responsibility ends on July 1. Now the Responsibility is vacant.

Job req creation requires Approval from Department Head at level 1 and Second Approver at level2.

If Emp B raises a Job requisition that is supposed to receive approval request on July 10, then the approval directly reaches "second approver" because "Department Head" AOR is vacant after Emp A left the organization on July 1.
