Terminated employees who come back or interns who come back to work as full time employees

Summary: We are seeing issues with terminated employees who decide to come back at some point or interns who get fulltime status eventually, do not get re-enrolled into any courses. They just sit as withdrawn until we manually go into their learning assignments and activate each assignment. Is there something we are missing with this? We have caught some of these but surely can't catch all of them.
