In RSSP, Change Order Remains in "Pending Submission" After Requisition Cancellation

When a requisition is cancelled, the system displays the message "Change Order pending submission" under the requisition details. However, the associated Purchase Order remains in "Open" status, and no Change Order record or history is visible. The diagnostic log from "Manage Purchasing Document Lifecycle - Validate" indicates that a Change Order was accepted and processed, yet this is not reflected in the PO.

Steps to reproduce:

  1. Create a requisition in RSSP.
  2. Approve the requisition, which results in a PO being created with status Open.
  3. Cancel the requisition.
  4. The requisition detail shows the message: "Change Order pending submission".
  5. The PO does not show any Change Order, and the status remains Open.
