Person Smart Navigation not showing all actions in employment Info for future or inactive employees

Summary:

HR not able to see all actions in Person Smart Navigation but able to see individual actions in quick action page with custom roles for inactive or future hire employees only. We can see all the actions with seeded roles.

Note: Person Smart Navigation showing all action for active employees.

Can anyone suggest what is missing with the roles?
