Restricting Cost Centre Field in Timecards

In the timecard form we use the SCC_COST_CENTRE value set in the Cost Centre field. The value set shows as a dropdown menu. Can we restrict this to only show child cost code values. Parent Values in GL are set as allow posting no, so should not be available for users to choose a parent code in this field.

If it is not possible to restrict is there an option to change the order of how the cost codes show so that all parent cost codes are at the bottom of the dropdown list to try to deter users from choosing them?
