Cannot see my learning Catalog Items

we need to find a solution for that the learners cannot see the items available for them, they open the "What to Learn" then they will have to search for the item in order to find it then enroll.

without knowing the item name they will not know what is already available for them to enroll into.

how can we acheive this?
