Learner unable to start a course from the beginning even after resetting the activity attempt

Summary:

We have a scenario where the learner hasn't passed his assessment. So even after we reset the status to Not Started (My Client Groups→ Learning→ Offerings→ Manage activities→ Reset all activities), the learner is unable to start the course from the beginning as he is directly landing to 'the end of the learning module' page. This is not allowing the employee to start from the beginning. We have tested out for other learning items in test environment for different content types(Video), but it seems like the resetting the course changes the status of the course but its not allowing the
