OCI: Linux Compute Instance Boots to UEFI SHELL after Removing shim Package

Symptoms

After removing the shim package from an Oracle Linux compute instance to resolve a package conflict encountered during a yum update and the instance fails to boot normally and drops into the UEFI SHELL environment instead of loading the operating system.
