Manager unable to print the certificate for Legacy Learning records of his direct reports.

Hi Team,

We started an Oracle Learning cloud implementation project. Client has a requirement that all the completed learning records (Legacy Learning) of the learners in the old system needs to be migrated to the oracle learning cloud. we have successfully migrated the completed learning records from old system to oracle learning cloud. The learner able to print the certificate for the legacy courses, but Manager unable to print the certificate for legacy records of his direct reports. Is this an expected behavior. Please let you know if anyone faced the similar issue.
