How can we skip specific Job Levels in PO Approval rules?

Summary:

Currently PO rules are configured as below: 

Approval Hierarchy Requirement:

• GEN Level 1:
  • Minimum job level required: 15
  • Approval limit: Less than $250K
• GEN Level 2:
  • Minimum job level required: 35
  • Approval Limit: between 250K and 500K
• Intermediate Job Levels:
  • Between job levels 15 and 35, there are job levels 20, 23, 25, and 30.
  • All these levels (including 15) currently have the same approval authority of $250K.

Business Requirement:
The business has requested that the approval hierarchy should always skip job level 23 (JL 23), meaning JL 23 should never be included in the approval workflow, even if the person at JL 23 would otherwise meet the criteria.
