Withdrawn Renewal Course Record Not Returning to No Active Offering

Issue: Renewal record changed to status Withdrawn as the Learner had a position movement, and the new position was not initially listed on the OTBI Learning Analysis Report.

The new position is now listed on the OTBI Learning Analysis Report, and the withdrawn record is not changing back to the status of No Active Offering after reconciling.

Expected System Behaviour:

A renewal course record would always return back to No Active Offering when the dynamics conditions were met.
