RSSP: Requisition converted to non-catalog request without warning

Summary:

User searched a BPA and added it to cart to create requisition. End date on the BPA is 7/23/2026. On the line level "Delivery and Billing Details" user changed the requested delivery date to 7/25/2026 and submit the requisition. The requisition got submitted without any warning message and stuck in Pending approval status. Then, user checked the requisition and found out that the BPA details are not there anymore and requisition converted to non-catalog requisition.

Why there is no warning message while submitting, when requested delivery date is out of BPA validity end date and why requisition auto converted to Non-catalog requisition.
