Can item status be configured to not allow a change in value while a new item request is in progress

There is a requirement from a customer to not allow the item status to change while the NIR is still in progress. We tried to set this up using rules based off of the "Approval Status."

Is there an alternative way to prevent an item status change while new item request is in progress and only be able to do that when the NIR is completed?
