Role Guide Stuck in Draft

Hello All,

I am attempting to create a Role & Capability Guide, but it appears there is no way to get the guide out of 'Draft.' The Oracle guide for creating says "Activate the Guide" without any sort of direction on what the appropriate step is to do so. Along with this, and this may be the reason why, but I am unable to select any "Worker List" to assign the guide to.

Can anyone shed some light as to what I may be missing here? I have done everything according to this  , aside from adding a worker list. I have also ran the process: ESS job to create index definition and perform initial ingest to OSCS with fa-hcm-careerrole parameter.
