Need Confirmation on the new invoices holds created in PROD before patch upgrade date by Oracle

Hi Team

We see below two invoice holds are created by Oracle in client's production instance on 5/14/25 whereas the 25B patch applied in production on 5/16/2025. We are aware of the fact that this is new invoice hold reason which should have been created by Oracle in production when patch upgrade is applied. But this is created in one of our client instances before patch upgrade and client is asking for justification for the same. Does anyone face the similar issue? If yes, any inputs on this will be highly appreciated.
