Since moving to Redwood Pending worker cannot edit Emergency and family contact

Summary:

Since enabling Redwood, Pending workers are unable to edit the Emergency and Family contact page. The Basic info section does not appear and we get an error "exception during rest action"

We have a custom Pending worker role but have also tried with the seeded role but still get the same issue. I assume this is a privilege issue.
