No User Account Automatically created when adding a work relationship to a contact

Summary:

We turned on Redwood Create Work Relationship last week, as well as Redwood Add Pending Worker. This week, we hired two existing contacts for next week using Redwood Create Work Relationship. We noticed that the user accounts were not automatically created for these people. We never had this problem previously with Responsive. I will be filing a SR but wanted to see if anyone else had run into this problem and had any solutions.
