New Item Template is not working as expected

Summary:

I have manually created a new Item Template in Oracle Cloud PDH. This Item Template has same values which as an existing custom Item Template had, but when I create a new Item using this new Item Template, some values of the Item Template are populated but some of them are not populated.

Can you please advise on this? What can be a possible reason?
