Restrict Hiring Managers to View Only Their Subordinates' Skills and Qualifications

We have a requirement where:
Hiring Managers should only be able to access and view the Skills and Qualifications section for their direct reports (N-X).
My question:
Is it possible to configure Oracle HCM so that:
Hiring Managers are restricted to viewing only their subordinates’ Skills and Qualifications?
If yes, what configuration is required to achieve this behavior?
