Migrating questions from Dev to Test

Summary:I am trying to migrate my folder from Question Library from a Dev environment to our Test environment.

I can successfully export from the Dev environment, but when I import to the test environment it successfully loads the .zip file, and I get a "Successfully Completed" status, but when I go to access the folder where the questions exist, nothing is in the folder. Further more, when I try to create a question manually, it twith all of the same codes, the test environment tells me that question already exists. But I still can't see the question
